JOINT RESOLUTION
To designate June 15, 1991, as `Magna Carta Day’.
Whereas June 15, 1991, marks the 776th anniversary of the signing of the Magna Carta at Runnymede by King John of England;
Whereas the Magna Carta was exceptional in its prolonged influence on legal and constitutional thought in England and among the English-speaking nations as a statement of fundamental law, enshrining principles of human freedom and liberty;
Whereas the Magna Carta subsequently provided historical precedent for the powerful stream of thought emphasizing the natural rights of the individual that is expressed in the United States Constitution;
Whereas in 1965 Secretary of State Dean Rusk traveled to Runnymede to receive an acre of its ground from Her Majesty the Queen as a gift to the American people in memory of John F. Kennedy: Now, therefore, be it
Resolved by the Senate and House of Representatives of the United States of America in Congress assembled, That June 15, 1991, is designated as `Magna Carta Day’ and the President is authorized and requested to issue a proclamation calling on the people of the United States to observe the day with appropriate ceremonies and activities.
